St. Petersburg's cheapest hotels are either simple "mini-hotels" - converted apartments that offer bed-and-breakfast-style accommodation - in historic neighborhoods of the city centre, or older large hotels, many of which still have unrenovated rooms at reasonably low prices. The latter are mostly located outside the downtown, but have reasonable transport links to St. Petersburg's top attractions.

It really is in the middle of nowhere, however, only just inside the city limits and over 6 km from the downtown.

Prices are kept low for the most part due to the location, which is on a small island to the west of the historic centre, quite close to the Mariinsky Theatre but with no metro nearby.

A large and low-cost hotel reasonably close to the historic centre, the Okhtinskaya is located next to the Neva River, with superb views across to the Smolny Cathedral. The last hotel to be built in St. Petersburg in the Soviet era, the Okhtinskaya has 290 plain but comfortable guest rooms and a minimum range of standard business and leisure facilities, including two modern meeting venues and a bar and restaurant. A ten-room mini-hotel with somewhat dated accommodation and little in the way of facilities except a small communal kitchen, the Romar Hotel does however offer some of the lowest room rates available in St. Petersburg. Situated in a Soviet-era residential district about ten minutes from Primorskaya metro station, the hotel is reasonably convenient for Lenexpo exhibition center, and guests can reach Nevsky Prospekt in little over 20 minutes.

Run by a well established chain of St. Petersburg mini-hotels, the Sky Hotel is a little difficult to find, but nonetheless has a fantastic central location a few minutes' walk from Palace Square and Nevsky Prospekt. A small standard hotel offering 42 guest rooms, all with air-conditioning and attractive modern interiors, as well as a small cafeteria, sauna with plunge pool and cycle hire, the Veles Hotel is an excellent value option. Although the hotel is a little hard to find, the location is only five minutes' walk from Moskovskye Vorota metro station (four stops south of Nevsky Prospekt), and also fairly convenient for Pulkovo Airport, little over 20 minutes away by car.
